On October 15, 2024, Valikhanov Institute of History and Ethnology of the Committee of Science of the Republic of Kazakhstan holds an International scientific and practical conference: “County administration in the national regions of the Russian Empire: principles of organization and mechanisms of functioning in the second half of the XIX – early XX century”. The conference is held within the framework of the scientific project AP23487519 “District administrations of the Steppe regions of Kazakhstan in the implementation of the colonial policy of autocracy (the second half of the XIX – early XX century)”.
The county administration was one of the links in the administrative structure of the Russian Empire and was introduced into the territory of national regions in various periods. For example, in the steppe regions of Kazakhstan, it is associated with the administrative and territorial reforms of the XIX century and persisted until the Bolshevik transformations in the early twentieth century. The specifics of the activities of county administrations were determined by the following parameters: the originality of mentality, culture, way of management, traditions of the indigenous population, the size of the territory, the implementation of the colonial policy of autocracy by county chiefs as a management link directly in contact with the local population, the need to stop the constantly emerging dissatisfaction of the Kazakhs with the policy. Attention is drawn to the issue related to the study of the personalities of representatives of the county administration – their actions, powers, personal qualities, cultural and professional level, official zeal, attitude towards the local population.
The purpose of the conference is a comprehensive study of the activities of the county administration in the national regions of the Russian Empire, including in the steppe regions of Kazakhstan, the principles of organization and mechanisms of functioning in the second half of the XIX – early XX century.
The conference will discuss many issues related to the activities of the county administration to implement the colonial policy of autocracy in the national outskirts of the Russian Empire, its consequences
Areas of work of the conference:
– characteristics of the county level in the imperial management system in accordance with administrative and territorial reforms in national regions;
– coverage of the activities of county chiefs in the conduct of colonial policy;
– analysis of the work of officials of the county administration in the second half of the XIX – early XX century;
– the role and place of the district chiefs in carrying out the religious policy of tsarism;
– the practice of solving controversial problems in the counties in connection with the resettlement policy of the autocracy;
– characteristics of county officials who served in national regions in the second half of the nineteenth and early twentieth centuries;
– the consequences of the implemented policy for the material and socio-political situation of the indigenous population, as well as the impact of the actions of the county administration on the daily life of Kazakhs;
– the powers of the county authorities in the field of trade and banking operations at the beginning of the twentieth century;
– coverage in the works of the leading members of the society of the activities of the county administration in the national regions at the turn of the XIX – XX centuries.

Format of work: the conference is held offline, online based on Zoom ().
The working languages of the conference are Kazakh, Russian, and English.
A collection of materials will be published based on the results of the conference. There is no fee for the publication of the report.
Requirements for the design of articles:
Articles are submitted by the authors in electronic form in MSOffice 2007, Times New Roman format, font – 14, spacing – single, margins – 2 cm. Tables and photographic materials are welcome.
The design of the article must strictly comply with the following scientific standards:
volume – not less than 0.5 pp.l. (5-7 computer sheets);
In the center in capital letters is the title of the article;
on the next line in the center are the initials and surname of the author, place of work, position, academic degree, e-mail;
a short abstract in the language of the article text;
keywords;
the text of the article is placed after a double interval;
the list of references, designed in accordance with GOST 7.1-2003;
footnotes and references to sources with numbering as they are mentioned are given in square brackets after the quotation (sample: [1, p. 28]);
the text of the article should be carefully verified and edited by the author.
The Organizing Committee of the conference reserves the right to reject materials that do not correspond to the topic of the conference or the requirements
