On October 24, 2024, the Valikhanov Institute of History and Ethnology held an international scientific and practical conference on the topic “Administrative management of the Kazakh steppe in the context of regional policy of the Russian Empire” under the project GF AR23489137 “Management structures of the Kazakhs of Western Siberia: the end of the XIII century – the XIX century”.
The purpose of the scientific conference is a comprehensive discussion and analysis of the policy of the Russian Empire to create management structures for Kazakhs from the end of the XVIII to the end of the XIX century. The main attention is paid to new archival data and historical documents, as well as the results of imperial policy over a century and a half, its impact on the management of the Kazakh region and changes in Kazakh society.
During the conference, participants discussed the materials of the commissions on the development of administrative reforms, the need to introduce Russian administrative procedures into the internal socio-political structure of Kazakhstan, the introduction of provincial and governor-general administration, district orders, distances, volost administrations, the role of military fortifications in strengthening the regional policy of the empire, the colonization of Kazakh lands by Russian peasants, which were implemented at the based on many legislative acts. The research and works of scientific societies, as well as Alash figures on the regional policy of the Russian Empire in the Kazakh steppe in the second half of the XIX century are analyzed.
The opening speech was made by the Director General of the Institute of History and Ethnology named after Ch.Ch. Valikhanov, Academician of the National Academy of Sciences, Doctor of Historical Sciences, Professor Z. Kabuldinov.
The conference was attended by such scientists as Dameshek L.M. – Doctor of Historical Sciences, Professor, Director of the Scientific Research Center of National History of Baikal State University (Irkutsk, Russia), Auanasova A.M. – Doctor of Historical Sciences, Professor of the Institute of State History, project leader – Abenova Bibigul Seilovna – Candidate of Historical Sciences, Associate Professor, Kupenova G.Y. – Candidate of Historical Sciences, Associate professor of Aktobe Regional University named after K. Zhubanov, Ermekbai Zh.A. – Doctor of Historical Sciences, professor of the Kazakhstan branch of Lomonosov Moscow State University (Astana) and others. Scientists from Russia, Uzbekistan, and Hungary showed interest in the topic of the conference.
