“Mass political repressions in Kazakhstan in the 20-50s of the XX century and rehabilitation processes: creation of a single database”

Relevance

The program is aimed at conducting scientific and expert support of the work of the State Commission for the Full Rehabilitation of Victims of Political Repression, established in accordance with the Decree of the President of the Republic of Kazakhstan K.K. Tokayev dated November 24, 2020. its sub-commission and working groups on the study of classified archival and documentary materials on political repression in Kazakhstan that were not previously introduced into scientific circulation, the creation of a unified database of victims of political repression, the development of recommendations on amendments to the current legislation of the Republic of Kazakhstan for the implementation of full rehabilitation processes. The problem of rehabilitation of victims of political repression remains open in Kazakhstan today. Despite the extensive work in rehabilitation carried out in several stages, starting from the 1950s and in the 1990s, including the activities of the Commission for the Rehabilitation of Victims of Political Repression under the Supreme Council of the Republic of Kazakhstan, the adoption of the Law of the Republic of Kazakhstan dated April 14, 1993 “On the rehabilitation of victims of mass political repression”, which applied to all citizens of Kazakhstan who were persecuted, the question of full (legal and political) rehabilitation of all categories of victims of repression remains open. Many secret archives of law enforcement and other state bodies have not been fully disclosed and are available, not all the names of the repressed and rehabilitated have been named. The creation of a database of victims of political repression by the Soviet government and the continuation of rehabilitation processes in Kazakhstan based on new conceptual approaches will be an indicator of overcoming the totalitarian legacy in the post-Soviet space, which is necessary in the context of the integration of sovereign Kazakhstan into the world community of democratic states.

The main task of the State Commission is the legal and political rehabilitation of all categories of victims of political repression of the Soviet period. To provide methodological support for the commission’s activities, to determine the specifics of the rehabilitation of various categories of repressed, to support the commission’s activities, a sub-commission on methodology and 11 working groups, a project office were created. After conducting a comprehensive and comprehensive study of the materials on the basis of international approaches and standards, it is planned to carry out full legal, and in relation to certain categories – political rehabilitation of victims of repression. Well-known scientists-specialists in the study of political repression of the Soviet period from leading research institutes, research centers and universities of the country will take part in the implementation of the scientific and technical program.

The purpose of the program is scientific and expert support of the work of the State Commission for the Complete Rehabilitation of Victims of Political Repression, its subcommittee on methodology and working groups on the identification, collection and analysis of new archival materials from domestic and foreign archives, on the preparation of recommendations on declassification of closed funds, their introduction into scientific circulation, the creation of a unified database of victims of political repression in Kazakhstan, the development of recommendations for the completion of the processes of full rehabilitation.

Program objectives:

– study and analysis of scientific literature on the topic of research and development of theoretical and methodological foundations for the study of mass political repression and rehabilitation processes, identification of factors of interconnectedness of the repressive policy of the Soviet government with the conditions for the establishment of a totalitarian society in the USSR;

– comprehensive study of political repressions, determination of the list of categories of virtually rehabilitated victims of political repression in Kazakhstan, including: categories of victims not covered by the current legislation; categories of victims named in the legislation, but not actually rehabilitated; identification of categories of persons who have not undergone political or legal rehabilitation, justification of their full rehabilitation taking into account international experience;

– identification and collection of archival documents not previously introduced into scientific circulation: obtaining access to the archival funds of the Prosecutor General’s Office of the Republic of Kazakhstan, the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the Ministry of Defense of the Republic of Kazakhstan, work in domestic archives (Central State Administration of the Republic of Kazakhstan, the Archive of the President of the Republic of Kazakhstan, the National Archive of the Republic of Kazakhstan, regional and regional archives), foreign archives of Russia, Germany, Poland, Austria, Ukraine, Uzbekistan, Kyrgyzstan, Tajikistan, Mongolia, China, Turkey, Iran, etc.

– study of criminal cases and ranking them according to the composition of crimes, places of serving sentences, identification of execution articles, analysis of the national composition, social origin and personal data of the repressed to compile an electronic database;

– organization of archaeological expeditions to the regions of the country in order to collect oral testimonies and memoirs of eyewitnesses and their descendants, study the fate of relatives and descendants of the repressed, etc.;

– development and implementation of information technologies in the scientific process by creating an electronic database of victims of political repression;

– study of the experience of rehabilitation of victims of political repression in the Soviet and modern legislation of Kazakhstan, conducting a comparative analysis with the experience of foreign countries (CIS, countries of South-Eastern and Central Europe);

– analysis of the regulatory framework and development of practical recommendations and proposals for amendments and additions to the legislation of the Republic of Kazakhstan and completion of work to restore historical justice for victims of political repression, rehabilitation of all categories of victims of political repression;

–  defining the main areas of work to perpetuate the memory of victims of political repression in the state memory policy, carrying out comprehensive measures to form patriotism and national ideology.

– elaboration and submission of proposals to ensure the development and adoption of normative legal acts to perpetuate the memory of victims of political repression, including those who showed heroism in the struggle for freedom, independence and territorial integrity of Kazakhstan.

Expected results:

The results of the program will be presented in the unified republican electronic database of victims of political repression on a separate website, collections of archival documents, a collective monograph, a book of memory. Within the framework of the program, it is planned to publish 2 (two) articles and (or) reviews in peer-reviewed scientific publications included in the 1st (first), 2nd (second) or 3rd (third) quartile, Social Science Citation Index or Arts and Humanities Citation Index of the Web of Science database, and (or) having a CiteScore percentile in the Scopus database of at least 35 (thirty five); 15 (fifteen) articles and (or) reviews in peer-reviewed foreign and (or) domestic publications (recommended by CQAES). Within the framework of the program, international and republican conferences will be held to test the results of research, materials in the media will be prepared, practical recommendations and proposals for amendments and additions to the legislation of the Republic of Kazakhstan on full rehabilitation and perpetuation of the memory of victims of political repression will be developed.

Achieved results in 2021

As part of the implementation of this project, by the end of 2021, the following have been prepared to date:

1 Working prototype of the main page and a prototype of the search engine of the site of the unified database of victims of mass political repression;

2 Within the framework of cooperation with the Project Office and regional commissions, scientific and expert materials have been developed to support the activities of the State Commission – analytical certificates, recommendations for amendments to legislation on the rehabilitation of victims of mass repression;

3 Previously undiscovered archival materials have been collected and studied in the archives of the Republic of Kazakhstan;

4 New archival sources have been discovered, according to which lists of the victims of mass political repression who have not been rehabilitated have been compiled;

5 The analysis of historiography was carried out, methodological approaches were studied and research methods were introduced;

6 The analysis of normative legal acts was carried out, the conflictology of higher legislation was studied in retrospect;

7 Collected oral recollections of eyewitnesses and their descendants about the tragic events of the 20-50s of the twentieth century.;

8 An international scientific and practical conference “Issues of rehabilitation of victims of mass political repression in Kazakhstan in the 20-50s of the twentieth century: domestic experience and international practice” was held and a collection of materials was published;

9 A presentation of new historical research was held: Doctor of Historical Sciences, Professor Kozodoi V.I. “Alikhan Bukeikhanov. Man-epoch”, Ph.D., Professor Allaniyazov T.K. “The history of the Gulag and GUPVI: experience and problems of study”.

The results were reflected in articles, in reports at the International Scientific and Practical Conference, and in the published collection of conference materials. TARGETED FINANCING PROGRAM

“MASSIVE POLITICAL REPRESSIONS IN KAZAKHSTAN IN THE 20-50s. XX CENTURY AND REHABILITATION PROCESSES: CREATION OF A UNIFIED DATABASE”

2021-2023 years.

Priority area: Research in the field of social and human sciences;

Specialized scientific direction (subpriority): Fundamental, applied interdisciplinary research in the field of humanities: Spiritual modernization and the Seven Facets of the Great Steppe.

The program is aimed at providing scientific and expert support for the work of the State Commission for the complete rehabilitation of victims of political repression, created in accordance with the Decree of the President of the Republic of Kazakhstan K.K.Tokayev dated November 24, 2020, its subcommission and working groups for the study of classified archival and documentary documents that have not previously been introduced into scientific circulation materials on political repression in Kazakhstan, the creation of a unified database of victims of political repression, the development of recommendations for amending the current legislation of the Republic of Kazakhstan to implement the processes of full rehabilitation. The problem of rehabilitation of victims of political repression remains open in Kazakhstan today.

The purpose of the program is scientific and expert support for the work of the State Commission for the complete rehabilitation of victims of political repression, its subcommittee on methodology and working groups for identifying, collecting and analyzing new archival materials from domestic and foreign archives, for preparing recommendations for declassifying closed funds, introducing them into scientific circulation, the creation of a unified database of victims of political repression in Kazakhstan, the development of recommendations for completing the processes of complete rehabilitation.

Program objectives:

– study and analysis of scientific literature on the topic of research and development of theoretical and methodological foundations for the study of mass political repression and rehabilitation processes, identifying factors of interconnection of the repressive policies of the Soviet government with the conditions for the establishment of a totalitarian society in the USSR;

– a comprehensive study of political repression, determining a list of categories of virtually unrehabilitated victims of political repression in Kazakhstan, including: categories of victims not covered by current legislation; categories of victims named in the legislation, but not actually rehabilitated; identification of categories of persons who have not undergone political or legal rehabilitation, justification for their full rehabilitation, taking into account international experience;

– identification and collection of archival documents not previously introduced into scientific circulation: gaining access to the archival funds of the General Prosecutor’s Office of the Republic of Kazakhstan, the National Security Committee of the Republic of Kazakhstan, the Ministry of Internal Affairs of the Republic of Kazakhstan, the Ministry of Defense of the Republic of Kazakhstan, work in domestic archives (Central State Archive of the Republic of Kazakhstan, Archive of the President of the Republic of Kazakhstan, National Archive of the Republic of Kazakhstan, regional and regional archives), foreign archives of Russia, Germany, Poland, Austria, Ukraine, Uzbekistan, Kyrgyzstan, Tajikistan, Mongolia, China, Turkey, Iran, etc.

– studying criminal cases and ranking them according to the elements of crimes, places of serving sentences, identifying execution articles, conducting an analysis of the national composition, social origin and personal data of those repressed to compile an electronic database;

– organization of archaeographic expeditions to regions of the country in order to collect oral evidence and memories of eyewitnesses and their descendants, study the fate of relatives and descendants of those repressed, etc.;

– development and implementation of information technologies in the scientific process by creating an electronic database of victims of political repression;

– studying the experience of rehabilitation of victims of political repression in Soviet and modern legislation of Kazakhstan, conducting a comparative analysis with the experience of foreign countries (CIS, countries of South-Eastern and Central Europe);

– analysis of the regulatory framework and development of practical recommendations and proposals for introducing amendments and additions to the legislation of the Republic of Kazakhstan and completing the work to restore historical justice in relation to victims of political repression, on the rehabilitation of all categories of victims of political repression;

– determination of the main directions of work to perpetuate the memory of victims of political repression in the state policy of memory, carrying out comprehensive activities with the aim of forming patriotism and national ideology.

– development and submission of proposals to ensure the development and adoption of regulations to perpetuate the memory of victims of political repression, including those who showed heroism in the struggle for freedom, independence and territorial integrity of Kazakhstan.

The project makes it possible to form a new scientific paradigm for identifying the specifics of mass political repression and filling in the “blank spots.” The results of the research are presented in scientific articles, collections of documents and monographs, in the republican unified database of victims of repression from among Kazakhstanis. The materials received during the implementation of the program are addressed to researchers at research institutes, the teaching staff of universities of the Republic of Kazakhstan, as well as a wide range of readers who are interested in the problems of political repression of Kazakhs in the country and outside the republic.

Research results:

1) During the period 2021-2023. An analysis was carried out of the legal acts of the Soviet regime, published sources in collections of documents and on the websites of state domestic archives, and the experience and materials of existing all-Union databases of victims of Stalin’s terror were studied.

2) Over the course of three years, the executors identified little-studied archival documents in the state (Central State Archive of the Republic of Kazakhstan, Executive Office of the President of Kazakhstan, National Archive of RK) and departmental (Prosecutor General’s Office, National Security Committee, Ministry of Internal Affairs, Ministry of Defense, etc.) archives of Kazakhstan, archives of near and far abroad, including in closed funds, which made it possible to more deeply and systematically study the causes, course, specifics and consequences of political repression, as well as rehabilitation processes. In just three years, 103 scientific trips were carried out, of which 90 were within the republic, 13 abroad. Copies of archival documents amounting to 90,633 items have been collected.

3) During scientific missions, oral history methods were used, interviews were conducted, testimonies of eyewitnesses and descendants of victims of political repression in the regional centers of the republic were collected during a survey of older people, which significantly increased the reliability of the results obtained. 4) Approbation of the research results was carried out in the form of publication of scientific articles in journals included in the RSCI, SCOPUS, WebofScience databases, in journals recommended by Committee for Quality Assurance in the Sphere of Education of the Ministry of the Education of the Republic of Kazakhstan, conference collections and other republican and foreign scientific publications. Based on the collected materials in 2021 – 2023, prepared scientific articles: in Committee for Quality Assurance in the Sphere of Education of the Ministry of the Education of the Republic of Kazakhstan publications – 33, in foreign rating journals (RSCI and SCOPUS, WebofScience) – 11, in republican journals – 29, collections of conference materials – 75.

5) The website of the State Commission for the complete rehabilitation of victims of political repression (www.e-memory.kz) was developed and implemented, a unified electronic republican database of victims of repression was developed (at the stage of entering personal cards of those repressed as of November 1, 2023 – 20,000 personalities were filled in) .

6) Practical recommendations have been developed for introducing amendments to the current legislation of the Republic of Kazakhstan for the complete rehabilitation of victims of repression.
